what do I do if it won’t let me even bring up the task manager? Also, it won’t allow me to uninstall. I can click on it, but nothing happens.

I had Antivirus 2008 on my computer once, admittedly, by falling for the popup. After it was installed, though, I eventually suspected something was wrong, and somehow removed it, probably with AVG, or something.
I also once got the popup on a tiny notebook with Linux on it (that I eventually got rid of and got this better one), and it still used the Windows XP interface. I closed it quickly and easily, but it was definitely weird. Now I know that this doesn’t only happen to Windows users.
